member nations that could not attend. The initial meeting was held on 12 February and, according to Lorant, led to a request by three US senators for further discussions. Additional meetings were held immediately after, on 13 and 14 February. In the meetings there was discussion of a confidential report, prepared by the US Air Force and a branch of the National Guard, concerning the societal impact of UFO sightings. Lorant revealed that the report had been ordered by the three US senators, who commented on it. He did not clarify if the senators actually attended the meeting or whether their comments were merely projected onto the screen. He said that no documents were distributed at the meetings. The meetings were very concerned about social upheaval from continued UFO sightings and the testimonies of individuals claiming to have first-hand knowledge about UFOs, extraterrestrial life and future global events. It was reported that adverse public reactions to UFO sightings could have a dramatic economic impact that could lead to recessions in some countries. Gilles Lorant is a former research attaché with the Centre National de la Recherche Scientifique (CNRS, National Centre for Scientific Research), a government-funded research organisation under the administrative authority of France's Ministry of Research. He is also a former auditor with the Institute of Advanced Studies for National Defence (IHEDN), the French organisation that produced the 1999 COMETA Report on UFOs. Lorant revealed that a series of UN meetings was held over a three-day period. The meetings involved 40 representatives of 28 member states. Lorant further claimed that depending on the official status of the meetings, a report may be officially released by the end of March to Official Openness in 2009? Lorant also revealed that one-and-a-half hours of the meetings was devoted to discussion of recent UFO sightings, and that agreement was reached to develop an official policy of "openness" to UFO reports in 2009, provided that certain global conditions were met. Most important appeared to be social stability in G-8 countries and the maintenance of liberal democratic systems in developing nations. Lorant also suggested that an official opening in attitudes would only occur if UFO sightings continued at present levels. His revelations indicate an official effort to coordinate international policies in response to an unprecedented number of UFO sightings in 2007-08. For example, a parliamentary question raised about UFO sightings in Japan led Japan's Defence Minister Shigeru Ishibato to state publicly, on 20 December, the official Japanese defence policy in the event that extraterrestrial vehicles appeared over Japanese airspace. He claimed that if no hostile intent was displayed, the Japanese Self-Defence Forces would not militarily engage with extraterrestrial visitors. Ishiba's statement is one of the few public policy statements released by a major nation on possible responses to extraterrestrial visitors. Further investigations are currently underway to corroborate more aspects of Lorant's testimony and to find other attendees willing to disclose what happened at the secret UN meetings discussing UFO sightings. oo High-level Attendees In a_pre-interview discussion with a French radio journalist, Didier de Plaige, Lorant revealed that the meetings were chaired by Srgjan Kerim, the President of the UN General Assembly. He also identified the Vatican's Apostolic Nuncio and Permanent Observer to the United Nations, Archbishop Celestino Migliore, and Sir John Sawers, Britain's Permanent Representative to the United Nations, as having attended.
