In fact, the lower slopes of Mount Sinai would make an excellent alternative choice since that is where Yahweh, the leader of the Elohim, first appeared to Moses. Nevertheless, the Elohim would prefer to give Israel the opportunity to agree to this request since that is the true purpose of the State of Israel.
