"Just the light itself. There had to be something there, underneath the light, because the way the light was on the water, it was like it was floating on top of the water." Norm Smith agreed to take us to the area where he and Dave Kendricks had their sighting the night of October 4, 1967. We all got in the car, and he drove around the area for some time, while we got our bearings and fixed the locations on our mental maps so we could come back and check it out more thoroughly later. Later we said good-bye and drove off into the night. We arrived back in Halifax at about four in the morning after a long night's drive in foggy weather that could best be described as spooky. Chris decided it was time to check out some of the government documents he had been told about. On October 16,1994, he arrived in Ottawa and checked into a hotel downtown. It was only one block from the headquarters of the National Archives and six blocks from the headquarters of the Department of National Defense. Ottawa, Canada's capital, is located on the Ottawa River in Ontario. Canada's government institutions are all here, housed in austere and dignified stone fortresses. The Houses of Parliament stand alone in the center, surrounded by expansive lawns. In spring and summer these lawns are dotted with thousands of tulips, donated by the Dutch, in recognition of Canada's help in World War II. Ottawa can seem like a miniature London, with Beefeater guards patrolling in front of government buildings and a canal that cuts through the center of the city. The morning after he arrived, Chris went straight to the National Archives, filled out papers, and got a pass that accorded him access to areas holding pertinent military files that could be read but not copied. These were the reason for his journey. With that out of the way Chris hurried to the third floor and filled out another form. This tune it was a request form for a file designated as Target Detection Search, Flying Saucers, General, 1950-67. However, he was informed that he was not allowed access to that file group. Perplexed, he pulled out a letter that he had received from the National Archives, telling him that the file was available for research purposes at their headquarters. It suggested that new additions to Records Groups 18 and 77 might contain information relevant to Shag Harbor and Shelburne, so he was anxious to take a look at them. The desk staff made a few phone calls, then informed him that they could fulfill his request after all, but it would take about twenty-four hours, because that file group was kept in another record depot, "Could you see anything under the light, or just the light itself?" I asked. CHAPTER SEVEN GOVERNMENT DOCUMENTS
