342 precautionary principle: Do not call attention to ourselves until we learn something about the civilization that we detect. In practical terms, that means not increasing the power of the Earth’s electromagnetic emissions beyond their existing levels. If we do detect another civilization, we could try to determine its dis- tance and estimate its technological capabilities before deciding whether to make ourselves easier to find.
