Dear Sir:
With regards to the subject, UFO Observations, 11 November 1967, With regards to the subject, UFO Observations, 11 November 1967,
a 3O-gram balloon with a lighting device was released at
approxinately 12:Ol AM EST on Nov. 1l. This type ballon reaches
about 3O" in diameter when first inflated with some increase in
size at high levels, and travels with the wind at all levels.
Most balloons burst and fall to earth within an hour or two after
release. It woula seem very unlikely that any balloon released
at Fort Wayne would remain aloft long enough to be observed
between Cleveland and Buffalo. between Cleveland and Buffalo.
We know of no other agency launching balloons in this area.
Very truly yours
Clyde H. Dowmes
Meteorolbgist in Charge.

Replying to the fourth paragraph of your letter of December 26, 1967,
regarding an unidentified flying object north of Lake Erie at 2io5 EST
November 11, 1967, a rawinsonde balloon with rawinsonde attached was
released at this station at 1soo EsT on that date. We know of no other released at this station at isoo Bst on that date. We know of no other

for this incident. My investigation included interviews with
officers and airmen stationed at Udorn RTAFB although tele-
phonic corroboration of details of the sighting was made with
one location to the south of this station. The details of individ-
ual observations closely parallel each other especially as to
time, altitude and direction of flight of the UFO. The most
complete report was submitted by LtCol John H. Scholtz of
the llth TRS who observed the phenomenon from the Udorn
111
showers which had been observed. Additionally most reporters
indicated that the path of meteorite showers was generally at
a higher elevation above the horizon than the UFO. One reporter
noted that the distance between fiery objects in a meteorite
shower were greater than those noted on the night of 9 November.

are available locally through open material to positively
identify the source of the UFO. Local newspapers reported
the launching of a Saturn 5 rocket from Cape Kennedy, Florida
at 12ooZ, 9 November. No details as to the direction, altitude,
orbital path, or times and locations of stage separations were
listed in the local press. However, it is possible that the UFO
incident as observed and reported in Thailand resulted from
stage separation debris of the Saturn 5 rocket.

Gontlomen:
On Novenber ll, l967, while on a visit to Mezico, I took some night
oictures of the Honument to the Indepondonce, sometimes callod "The
ingel." Not being sure as to what exoosure would be best, I took
a series of four pictures, each one at a difforent aperture but at the
same spoed, 1/25". Tho aportures wore f.8, f.6.3, f.5.6, and f.4.5.
The camera was a Praktina eruipped with a 58 ml. f.a Zoiss Biotar lons.
The camera was on a tripod so that all pictures were taken from the
same position with all fectors being the seme excopting for the aper-
ture of the diaphrage.
Since there was considerable traffic both on the Avenida de la Reformn
and on the north-south cross streot, (it being about nine o'clock on a
Saturday night), my chief concern was to expose the pictures when there
was a ninimun of traffic movement on either street. Hence, once the
camera was positioned and the monunent framed on the ground glass, I
Great was my surprise, when projecting the pictures as received fron the
objects
thet seemed to be hovering near the top of the monunent. I wns furthor
amazed to note that in each exposure these ob,jects were in a slightly
ditferent relation to tho monument and to each other. Moreover, their
etes also varied in their relation to the vertical plane of the mon-
urent. This variation, it should be noted, is not one of e constent
prozression frcm exoosure one to four, but is that changes back and
forth.
I have beon at a loss to exolain this phenomonon as have also been others
who have seen the pictunes, included auong which have I been ongineers.
lany theories have been propounded. All of than heve seomed to be nore

that these picturos might be of interest to you. lence, ny sending you

tor further, I shall be glad to sond the originel slides also.

is to be found on or near the monunent. loreover, the objects are of
a reddish hue and there is nothing else o that hue in 'the picture or
in the originals, save the traffic lights or the tail-lights on the
automobiles.
.hether there were objects there or not, I cannot say. I wish that Icould
positively say so and theroby be eligible to belong to that select
grouy who have actually seen UvOs. But honesty, alas, orevents my do-
ing so. All I can report is what the camere recorded even though I
nyself didn myself didn see the objects.

file of reported Uros. If you have any explanation for this phenomenon,
I would certainly be vory heppy to hear from you. Even though I have I would certainly be very heopy to hear from you. Even though I have
been greatly puzzled, as have also been all others who have seen the
pictures, I am convinced that there must.be some kind of reasonable
explenation for the apparent presence of those objects.
