The aircraft was not from Wp as far as the base ops personnel know. The aircraft was testing aircraft lighting and was a most unusual
tests similar configurations on different aircraft. These config- thing to observe. A local company that makes aircraft lighting
company was not known. Base parsonnel said that they felt that this urations have been responsible for numerous UFo reports. The exact

1. Received a call from Mr which stated he observed an object like a big
"SHELL OIL SIGN" in color, moving toward the South. He stated he thought it might
be the moon, but no positive. He stated the clouds covered over the object. Stated
he first saw the object in SE, suspended for several minutes over Wright-Patterson,
then moved taward the south. He said when he first observed the object it was
round and when last observed it was cigar shaped.
