I immediately made an informal investigatian with Base Weather Station,
Stewart Tower, and RAPCON COntrol. Tower advised tan licopter was working
with RAPCON at the eported time, and that the helicopter ising an anti-
collision light. RAPCON advised that he was working with helicopter CH3c from
