An unidentified fiving object was observed by a Mr. QD, a civilian,
while driving southeast of Randolph AFB.
Investigation revealed a balloon fulfilling all of the observations was
released 1% hours eaclier from the San Antonio Airport. The orevailing vinds
vyuld have placed this balloon in che area of the UFO,
