glider or "chicken hawk" hovered in
area. Painted orange or dark brown or black Analysis was nylon thread. Air pollution
bottom. No sound. Left ?-3 mi radius of fine control drop of some sort. Not verified
fibre-like materiel dropped in 5 drops at l0- with State of Kentucky air pollution
21,000 ft . Took 45 min for material to fall. control due to delay in receiving report.
Plane had insignia not readable with binoculers
Plane departed after drops with tremendous
speed. No sound. Phone call to one witness re-
vealed wings like U-2, and established altitudel
at 15-18,000 ft. Substance covered large area.
