force from Mr Qualia, dated 22 September 1960.

>. The description of the object viewed by Mre@iii has all of the
characteristics of a common astronomical object, the light from which -
has been refracted by the atmosphere. In case the object
may well have been the planet Venus which was just setting at 1900
hours on 26 August 1960. However, Mr did not provide us with
sufficient data to arrive ata conclusion, and it is suggested tnat you
send the witness ATIC Form #16) for forwarding direct to ATIO upon

completion.
