L. The preparing offic.r was acLle to arrive at a definite conclusion
as to the cause of these sightings. However, the following vossibilities

> offered for consideration:

&,. Pranksters: Since the Hawthorne Fire Chief? stated that

simiiar objects had been Sd gehen in the past in this same area, and
that this conclusion vis reached, it seems cossible that this
sighting also could be a: tributed to pranksters. A small, gas filled
balloon with some type of lighting device and a flare would give the
‘ppearances described in this report.

9, Nignt Pnotozrachys Possidly an individual or 2 concern
could have ben releasing small balloons with photographic equip-
end flares for night, aerial ohotcgraphy. However, it would
2em ressonadlie that any company conducting such a test or operation

menw

would notify CAA if they intended to release balloons in the
vicinity oF eny airfielde.
