1. This Center hes reviewed and subjected color transparencies
to a maber of tests to determine the nature gf the svots found on

individual frames,

2. Yor purposes of return of the transparencies to their ogun-r
in accordance with pera 19c, AVR 200-2 and eny sucgested reoly your
office deems necessary, the following are this Center's fincings
and comments:

a. The black objects in transparencies were undoubtedly
created during processing and probably caused by air bells clinsing
emulsion during first developer which prevented these arsas free
and then when re-exposed and developed, black iz=ges

- These images show no shape cr gradaticn which wuld
result in case of objects actually flying in the sky even if they vere

c. There are certain puzzling aspects regarding this

1. ttached negatives were sutmitted to this office by a
Mr. of Cambridge, Massachusetts, who is a profes-
sional photographer now in the employ of M.I.T. Lincoln Latoratories.
The photographs were taken nearly two years ago and were not submitted
during that time for fear of ridicule. The purported objects appear |
at the top of the film and seem to indicate a vertical and horizontal
movement. The pictures were taken fucing out over the Charles River
with Boston on the skyline, ami no objects were seen when the pictures .
were taken. According to the company processing the film, there was
nothing inherently wrong with the film to cause the marking in question.

2e Mr. ge vould like to haves the inclosed negatives back in |
& reasonable length of time. This office would Saha ag an estimate |
of what is showing on the film so that Mr, can be given some }
sort of statement upon its return.
