of Raport of Investigation of Special Agent WILLIA! J. DENNIS, mR
District Office No. 21, dated 3 August 1954, file 53-(24)-11, subject
as above.
Ze Subsequent to writing the attached report, tha District
Commander, DO #21, was advised by the District Intelligence Officer,
5th Naval District, that investigation by his Ck revealed a
witness who approached near enough to the object in question to
identify it as a smoke pot. The District In ai Ligence Officer is
of the opinion that ths reported movement of the object can be
accounted for by 2ason of smoka beinz blown away from tha object
by the wind. The District Intelligence Officer acvised that there
was extensive naval ROCRIAy 4 in the erea of sudject ate Oe and that

1. This investigation was initiated on 30 July 1954 by the
District Cormeandcr upon ye ae eucosvoe fro: and at the tcleophonic
request of Captain WILLIAI L. LOSSMS, District Intelligence Office
(DIO), 5th Naval piste. focal. Va. The DIO advised that his C
had roceived information from their Baltimore Office to the cffect that
at 1500 hours, 27 July 1954, indivicuels aboard two fishing vessels
located southoast of Occan City, lid., observeec an object variously
cescribea as a red ball or a ball of ree flac, which entered the water
apprezdinately 15 miles southeast of Ocean City. The witnesses stated
that they cbserved the object for approxinatcly 15 minutes ond
ariously estimated the spoecd to be from 8 to 2k kmots. One witness
obsurvee the object through binoculars. Sorc of the witncesscs statod
that the object traveled submerged part of the bilicy others that it
traveled on the surface. The DIO further advised that the water in the
areca in question is too shallow to permit the ecreration cf a submarine
at Snorkel depth and no Navel craft of that type were in the vicinity
at the tine of sighting. The DIO requestcd OSI to aotermine whether
any Langley “FD activity or the National ..dvisory Cormittce for Jcro-
nautics could account for subject sighting.
