1. ‘he attached revort, together with photographs, are forwarded
for your information. These photograohs were analyzed by two photo~
graphic analysts at this Command and (iecussed with an astronoze.

2. It was concluded that the a ject which can be seon in the sky
on these photogr: ahs is the moon, the unusual shape being caused by
the movement of the noon, during the time exposure (probably five to
ten minutes). The variation in brilliance along the imaze probatly
was caused by clouds dimming the moon during portions of the time.

‘3. <A new moon cane up on 18 March 190. On 20 March 199, at
the time of the evening indicated (1730 and 1690 hours), a sharply
defined crescent would be the only portion of the moon illuminated.
This further confirms the above conclusion.

lk. In addition, a close look at the photorraph (see lower ri-ht
hand corner) shows a streak of light which is typical of thet caused
by a moving ground vehicle on a time exposed photograph.

5. Wo further action on this incident is contenpiated by this
Command.

Studio, photo:ranhors New York 7, ". Ye, which contained

an inquiry concerning the identity of an obje covered on a photo-
graphic print. The letter, signed by » Manager, advised:
that the picture had been taken 20 May 1950 (later determined to ta 20

“March 1950), but that the negative had just recently been printed.

interviewed Mr and Mr. » owner of the
Underhill Studio. In a joint interview, the following information was

obtaineds

The photograph, a nirht view of Marhattan, was taken on
20 March 1950 (not on 20 May 1950 as stated in letter from
FFULNFR dated 1 Decomber 1950) at some time between 1730 and
1200 hours. Photorraph was taken IE Lookin southe
west from a pedestrian walk near the ¢ side of the Queens-
boro Pridce. The Queensboro ridge extends across the Fast
River and Welfare Island, fron Fast 59th Street in Manhattan
Porouvh of New York City, to Queens Foulevard in Qucens Porough
of Yew York City. Photorvraph was taken with an Cx10 view
camera with medium lens, butgigggewas not suro if he
used an Instantareous Shutter or a Cap (Tine) Fxposure,
Another photorraph taken immediately prior to the one in
question did not reveal ary object such as shown on the print
in question. The photorraph titlod "!irht Lirhte from Quecnge
boro fridre" was taken for uso as a postcard view, requested
by arid delivered to Mr. of the Herbert F. Covert Creet-
