This is a statement of a sky phenomena observed by me on 7 January
1943, between the aporoximate hours of 1920 to 1950.
It appeared to be some sort of flare, Wy first reactibdn to the
sight was the belief that an aircraft was in trouble, and had shot a
flare to attract attention. I then requested the tower to take a look
at the object through glasses so they could attempt to determine whether
or not it was a flare.
Nith the naked eve it apoveared to be a very bright light with
the color of ordinary fire, I was not able to maintain a waten continuously,
due to my duties, and see the whole pattern of movement. i did observe
it long #nough at intervals note that it lost and regained altitude in
to
he manner that a parachute flare would when riding on thermals. The
inte er gh of the light varied. This can be attributed to clouds passing in
je of the Pere however, 1 was able to ses the Light when clouds

The sky condition at the tiae was what 1 would say was clear to
scattered. Stars directly above me were compared to the lignt of the
ach and there was a decided difference. The stars were of the usual
wnite and the object was yellow or flame color.
The altitude evidently was very high. The object when first seen
opeared to be in the neighborhood of four thousand feet, » disappearing
ver the horizon would make it much higher. It described an imaginary are

flyirg objeots, Attached Inoident Summariog 1 thru 172 from the files
of Projeot "SIGN" are forwarded for study and recommendations as to
whiohof ths incidents may be oliminated ag balloons released on routine
aynoptio ascents by ths Air Weather Service, the Navy Asrological
Service or the tinited States Weather Bureau. The summaries attached
may be retained in your headquarters for working and reference purposes. ¢
2. The Air Weather Service is the only agenoy of its type that
has boon acked to assist in the acoomplishment of Project "SIGN* except
that the United States Yeathor Bureau hos provided information on ball
lightning. Research projects in which balloons are used ani which are
scomduated or sponsored by the Army, Navy or United States Air Foroe are 7
checked by the Intelligence Dopartment of this Command. Thase checks
avousually made direct from the Projeot "Sian" Office, MCIAXO-3. These
eheoks ars distinot from tha oheck of synoptic balloon flights made by
weather services stations of the Air Force, the tavy an¢ the Department
of Coameras.
