1. The negatives forwarded with basic communication are returned
herewith.
2. Amalysis of the negatives revealed the following information:

a. When the negative, containing the gphere, is examined by
strong incident light, it is noted that the emulsion is raised at that
point above the normal level of the remaining emilsion. “his indicates
that either a drop of warm weter or a iron of davelover siruck the film
at this noint and rolled down this nevative and the succeeding negative.
%. To further sudstantiate this, it will be noted that when
the two (2) negatives are placed side by side with the edges of the fi
aligned, the so-called “trail” is continuous, that is the two sections
match, indicating the drop rolled on from one negstive to the next.
c. Still further proof is shown on the fogged edze of the
negative contajring only the trail. “his is proven by the foct that tie
trail extends beyond the normal format of the negative. in other words
there is a trail of that section of the negztive which was not exposed in
the camera. This effect shows up in one negative and not in the other
becsuze the negetive in question is fogged; therefore, this irregularity
wes developed.
d. Still further proof of these defects lies in the mauber
of unevenly developed sections of the negative.
3. It is suggested thot RE be advised of the nature of
these images when the negatives are re ed to hin,
4. In view of the positive conclusions stated above it is Tecommend-
ed that this corresvondence be declassified by the originator.

In compliance with your recent request, there are enclosed eight photogrephs
and two negatives received from SA,
Oak Ridge, Temnessee. Also enclosed are four enléerged copies of the photo-
graph and four conies of the News-Sentinel news item published in a July 197
issue,
ae, when interviewed, stated that he photogrspned the unknown object
from his home during the month of July 19/7. He st-ted further that he
forwarded a copy of the photo h to the Anoxville News Sentinel, Knoxville,
Pennessee, for publicstion. me said he did not believe 4 photogrmnh of
the object to be of any interest to Security; therefore, he did make prints
of the photographs a few months later, at which time ne presented a number of
them to his friends. promised to recover as many prints as possible
and forward them to this office. He did mention, however, that he would like, |
if at all possible, to heve the negatives returned to him when available, :

rolled down this neeative and the succeeding negative,

because the negative in question is fogzed, therefore, this irregularity was develoved,

5. Conclusion: These negatives contain no information pertinent to Project "Sign".
